During the procedures to apply for a construction permit the signatures of the appropriate persons who may be responsible for the project are required. Architects and construction engineers are the most necessary persons, with their signature on the relevant project, they give the green light to apply for a construction permit. In many cases, they were put in the game just for a signature even though they did not design the project. For this signature they received sums of money and this procedure of signatures is otherwise known in Kosovo as “selling the diploma”. For Architects and construction engineers, such an inscription is an insult: 1) Professional and 2) Moral, because in most cases the idea of the project was not from them (it could be a copy from Building Companies) and the responsibility for the project was with them. In addition to the construction companies, there were also private investors who, with a copy of the plan, set the signatures of the Architect and the construction engineer just for the sake of procedure. This is a factor that stood out in the informal architecture in Pristina as well as other cities in Kosovo.
These actions contradict professional ethics, according to law no. 08/L - 012 for the Chamber of Architects and Construction Engineers approved in 2021 by the Assembly of Kosovo. Although we have this law in Kosovo, but this Chamber is not functional. Developments in Architecture occured because professionalism was below the necessary level and this topic was not taken seriously by construction actors. In Pristina, he had the opportunity to design any so-called Architect, unlicensed, without work experience, without a degree. Building Companies were satisfied with such a level of architects in Kosovo, who fulfilled their requirements. Meanwhile, in the new or post-war constructions in Pristina, we have cracks in the walls, and various damages where the responsibility should remain with the builders, architects and construction engineers. These informal things have caused the level of architecture to fall below the required level and make the quality of life in the city difficult.
